Automobil Club of Moldova (ACM) is a public, non-governmental, and non-profit organization established in 1998. Since 1999, ACM has been a member of the Fédération Internationale de l'Automobile (FIA) and the Alliance Internationale de Tourisme (AIT). The club is also part of EASST (Eastern Alliance for Safe and Sustainable Transport), EuroRAP, and iRAP, as well as the Global Alliance of NGOs for Road Safety. It is a partner of Global NCAP (the Global New Car Assessment Programme) and the Towards Zero Foundation and a signatory of the European Road Safety Charter.
The Automobil Club of Moldova is the leading national promoter of road safety, mobility, and automotive development in the country. In 2009, ACM was appointed as a member of the National Road Safety Council of Moldova, alongside relevant ministries. In 2010, the club contributed to the development of the National Road Safety Strategy 2011–2020 and the creation of a 5-Year National Plan to improve road traffic and implement road safety measures. At the end of 2024, ACM was honored with two prestigious international awards, recognizing its significant transformation of road safety: the Prince Michael International Road Safety Award and the Vision Zero for Youth International Leadership Award. These accolades solidify Moldova’s position as a leader in implementing innovative measures to reduce speed in high-risk areas. ACM has also received the Prince Michael International Road Safety Award three times.
As a member of the National Road Safety Council, ACM is the only NGO that directly connects national and local authorities with civil society and the international community to more effectively manage mobility, sustainable automotive development, traffic management, and road safety issues. ACM’s team, twice awarded the Prince Michael International Road Safety Award for its contributions to road safety enforcement and occupational road safety, is highly skilled in advocacy and implementing international projects aimed at raising public awareness and promoting sustainable mobility, a healthy and green environment, and cost-effective, eco-friendly transportation. The club also has extensive experience in providing technical services and roadside assistance, conducting road safety surveys, and addressing risky behaviors in traffic, such as speeding and driving under the influence of alcohol.
ACM has developed strong cooperation and long-term partnerships with national authorities, including Parliament, Government, and relevant ministries (the Ministry of Internal Affairs, Ministry of Education, Ministry of Health, Ministry of Transport, Ministry of Information Technology and Communications, the National Road Administration, National Patrol Police, Transport Departments, City Halls, and Local Public Authorities). These efforts have built an effective public-private partnership. Together with the Police and other partners, ACM has supported several amendments to national legislation and road regulations, including penalty systems, requirements for obtaining a driver’s license, stricter sanctions for driving under the influence of alcohol, the use of winter tires and daytime running lights, and the mandatory use of seat belts and child restraints.
ACM, alongside EASST and international experts from National Police forces, has contributed to reforming the National Police and improving law enforcement in Moldova.
International organizations such as the EU Delegation in Moldova, EBRD, UN, UNDP, WHO, Global NCAP, FIA, FIA Foundation, GRSP, and iRAP support ACM’s initiatives and actions for better and more modern transportation, sustainable development, safer roads, and a healthier environment for all citizens. These efforts contribute to the goals of the UN Decade of Action for Road Safety 2011–2020 and the Global Sustainable Development Goals.
